Judge gives state access to Ga. suspect's records

DECATUR, Ga. (AP) — A judge has granted the state's request to access a mental health examination of a Georgia man who claims he was insane when prosecutors say he shot and killed a toddler's father outside a suburban Atlanta preschool.
